Toppan opens new BOPP film line at Irplast to feed Europe’s recycle-ready packaging demand

Toppan and its Italy-based film subsidiary Irplast have inaugurated a new manufacturing line for high-performance biaxially oriented polypropylene (BOPP) films, marking a strategic bet on Europe’s accelerating shift toward recycle-ready mono-material packaging. The ceremony, held on 15 September 2026, adds capacity that — combined with existing lines — gives the plant an overall supply infrastructure of up to 30,000 tons per year of high-performance BOPP film, a meaningful increment for a substrate that sits at the heart of flexible packaging.

The investment is explicitly tied to regulation. Toppan’s packaging business is building a global supply network for mono-material structures to meet tightening environmental rules such as the EU Packaging and Packaging Waste Regulation (PPWR) and to support the transition to a circular economy. Mono-material films are easier to recycle than multi-layer laminates, and BOPP is a workhorse substrate for flexible packaging, labels and decorative applications, which is precisely why scaling its sustainable variants matters to brand owners.

Irplast brings a distinctive capability to the project: advanced simultaneous biaxial orientation technology. Its expertise in minimizing thermal shrinkage gives the BOPP films exceptional heat resistance, mechanical strength and superior transparency — properties that matter when packaging has to survive retort sterilization or other demanding conditions. The new line is expected to begin full commercial operations by late 2026, supplying converters and global brand owners across Europe and beyond.

A technical highlight is the LISIM1 simultaneous stretching process, which delivers uniform physical properties and high dimensional stability across the film. That robustness lets Toppan and Irplast target high-end applications where durability under stress is non-negotiable. Equally important from a sustainability standpoint is the scope for “down gauging” — reducing film thickness while maintaining essential packaging functions. Thinner film means less plastic per unit, directly supporting resource-conservation goals without sacrificing performance, and it also lowers freight weight and cost.

The strategic logic is localization. By expanding European capacity, Toppan aims to guarantee a stable, local supply to converters and global brand owners as demand for sustainable packaging surges across the region and beyond. Long, fragile transcontinental supply chains have been a recurring vulnerability for packaging buyers; in-region production shortens lead times and reduces the carbon footprint of logistics, a point that resonates with brands under Scope 3 reporting pressure.

Toppan also positions the new film as a next-generation substrate for its transparent GL BARRIER films, where high barrier performance is combined with recyclability. Barrier properties — keeping oxygen, moisture and light away from sensitive products — are usually achieved with multi-layer structures that are hard to recycle. Mono-material BOPP with engineered barrier performance is therefore a key enabler for brands trying to meet both shelf-life and recyclability targets at once, and it is a category where European regulation is forcing rapid redesign.

For converters, the practical benefit is a broader, more reliable menu of sustainable film options from a single, vertically integrated supplier. For brand owners under regulatory and consumer pressure to redesign packaging, the availability of locally produced, down-gaugable, high-strength BOPP lowers the friction of switching away from problematic laminates. The launch underlines a wider industry reality: sustainability leadership in packaging is increasingly a manufacturing-footprint question as much as a materials-science one, and companies that can pair advanced film technology with regional capacity are best placed to capture the demand unleashed by PPWR and similar frameworks worldwide.
