There is a report on the Chinese website of World Agricultural Chemical Network that on June 9, 2026, the Pesticide Control Institute of the Ministry of Agriculture and Rural Affairs issued a letter soliciting opinions on the "Pesticide Traceability Coding Rules and Interface Specification Standards".
Pesticide product quality traceability is an important means to ensure the safety of agricultural production, and is also an important means to regulate market order. In order to further unify the pesticide traceability coding rules and break down the barriers to data exchange in each link, the Pesticide Testing Institute of the Ministry of Agriculture and Rural Affairs organized and formulated the "Pesticide Traceability Coding Rules and Interface Specification Standards" in accordance with relevant laws and regulations. We are now openly soliciting opinions from the public to promote the implementation of digital supervision of the entire pesticide chain.

1.6.5 Constraints/Conditions
A descriptor used to indicate whether a metadata element or metadata entity is selected. The specific descriptors are:
a) M: Required, indicating that this metadata element or metadata entity must be selected.
b) O: It belongs to the optional category and is a metadata element or metadata entity that can be selected or not selected based on actual application conditions. Those optional metadata elements and optional metadata entities that have been defined can guide departmental metadata standard developers to comprehensively interpret their information; if an optional metadata entity is not used, then the elements covered by the entity (including required elements) will not be used. Optional metadata entities may have required elements, but they will only become required if the optional entity is selected.
c), C, conditions must be selected, and should be selected when the conditions specified in the constraints are met. The condition must be chosen to be applicable to one of the following three possible situations:
When choosing among many options, at least one option must be selected and used.
If another metadata element is available, select a metadata entity or metadata element.
Selects a metadata element when another metadata element has selected a specific value.
1.6.6 Abbreviation
Describe the data information in the report
1.6.7 Value range
Specifies the valid range of metadata elements.
1.6.8 Maximum number of occurrences
Explain the maximum number of times that a metadata element or a metadata entity can appear. If it appears only once, it is represented by "1", and if it appears multiple times, it is represented by "n".
1.6.9 Remarks
Further additional description of the metadata element or entity. This element is optional.
4 Category requirements for pesticide labels and pesticide outer packaging QR codes
The QR code on pesticide labels and pesticide outer packaging uses QR code or DM code.
5 Content requirements for QR codes on pesticide labels
The pesticide label QR code consists of a traceability website, unit identification code, etc.
The unit identification code consists of 32-digit Arabic numerals. The first digit is the pesticide registration category code of the product, where "1" means the registration category code is PD, "2" means the registration category code is WP, and "4" means the registration category code is EX; the 2nd to 7th digits are the last 6 digits of the product's pesticide registration certificate number. If the registration certificate number is less than 6 digits, you can check it from the China Pesticide Information Network www.chinapesticide.org.cn; the 8th digit is the production type, and "1" represents the production by the holder of the pesticide registration certificate. "2" represents entrusted processing, and "3" represents entrusted packaging; the 9th to 11th digits are product specification codes, which are compiled by the company; the 12th to 32nd digits are random codes, which may include a check code to verify the correctness of the product traceability code.
6 Content requirements for QR codes on pesticide outer packaging
6. It is the content of the QR code on the outer packaging of pesticides. The traceability URL is a part of it, and the unit identification code is also a component of it. Together, they make up these contents.
6.2 The unit identification code consists of 34-digit Arabic numerals
The first digit is used to indicate the location of the pesticide registration category code of the product. When this position is "1", the registration category code represented is PD. If it is "2", the registration category code represented is WP. If it is "4", the registration category code represented is EX. The 2nd to 7th digits are used to indicate the last six digits of the pesticide registration certificate number of the product. If the registration certificate number is less than six digits, Then you can check it from the China Pesticide Information Network (www.chinapesticide.org.cn); the 8th digit is the identification of the production type. When it is "1", it means that it is produced by the holder of the pesticide registration certificate. If it is "2", it means commissioned processing. If it is "3", It represents commissioned packaging; 9th to 11th digits are the location of the packaging net content code; 12th to 13th digits are the location of the inner packaging material code; 14th to 32nd digits are the random code part, which can include a check code, and its function is to verify the correctness of the product traceability code; 33rd to 34th digits are the packaging attribute identification code, which is unified as "95".

8 Principles of information exchange
The exchange of pesticide product quality traceability information should follow the following principles:
——Uniformity principle: Each information system must follow unified and traceable coding rules when exchanging data.
The principle of uniqueness is that the traceability code uniquely corresponds to the minimum sales unit of the pesticide product. This is the case.
Follow normative guidelines and use normative styles to clarify the content of information exchanges and the format of data.
The principle of flexibility is this: between various information systems, extended information can be determined according to actual needs.
9 Production and management requirements
9. The pesticide label and the outer packaging of the pesticide should be printed and marked with a QR code that complies with Chapter 4 of this standard, a QR code that complies with Chapter 5 of this standard, and a QR code that complies with Chapter 6 of this standard.
9. Pesticide manufacturing enterprises, enterprises exporting pesticides to China, are responsible for implementing pesticide quality traceability requirements, establishing on their own or entrusting other institutions to establish pesticide product quality traceability systems, making, labeling and managing pesticide labels, and managing pesticide outer packaging QR codes. They must ensure that the pesticide name of the product and the name of the registration certificate holder can be displayed by scanning the pesticide label and outer packaging QR code, and the production batch, quality inspection and other information of the product can be queried through the traceability website. There are no words, graphics, or symbols that are not approved by the registration scope or usage method. The punctuation marks must be accurate. The traceability query webpage should have strong compatibility and can be browsed on PC and mobile phones.
9. The QR code on the pesticide label is unique, and the QR code on the outer packaging is also unique. One QR code only corresponds to a single sales packaging unit. This is the case.
9.4. The size of the QR code on the outer packaging of pesticides should be no less than 20mm times 20mm, and it should be printed or pasted on the lower part of the front of the package.
9.5 The QR code on the outer packaging of pesticides should be associated with the QR code on the label of the pesticide product.
